About the department

The Marketing Services Department works under the Constitution of the Republic of Uzbekistan, the Law “On Education”, the resolutions and decrees of the President of the Republic of Uzbekistan on supplying the sectors of the economy with qualified personnel, the Labour Code and the other regulations governing education.

The department was set up as the “Marketing Service” on 25 March 1998 by the rector's order No. 38, issued under Order No. 12 of 3 February 1998 of the Ministry of Higher and Secondary Specialised Education, which implemented Cabinet of Ministers Resolution No. 48 of 28 January 1998 “On measures to accelerate the formation of a market for educational services and of marketing in personnel training”. It has worked ever since.

Aims and tasks

  • Building a database of the demand of enterprises, institutions and organisations for the highly qualified specialists the university trains
  • Helping market relations in education to develop, and drawing up a real “order portfolio” for graduating bachelors and masters from the demand for young specialists
  • Concluding long-term and annual agreements to supply employers with competitive specialists
  • Submitting each year, by the set deadline, data on the year's graduates to the ministry's special commission, broken down by degree programme (speciality) and by the ministry, agency, enterprise or organisation they are assigned to
  • Raising the university's competitiveness in a market economy by organising paid educational services
  • Making sure that, when graduates are assigned to jobs, the recommendations and proposals of employers and of the specialist departments are taken into account as circumstances allow
  • Concluding agreements of various kinds with fee-paying (contract) students and with industrial enterprises
  • Organising the university's graduate placement commission, holding the final assignment and drawing up and summarising each graduate's personal assignment record
  • Reviewing and deciding on applications from young specialists assigned by the commission and, where necessary and justified, referring them to the university commission for reassignment or independent job placement
  • Keeping in touch with young specialists placed this year and in earlier years, giving them practical and methodological help and advice where needed, and summarising the results of their work
  • Building a database on how the new academic year's admission plan was met (state-grant and fee-paying places, applications received, competition, the number of students admitted and their distribution by year, programme and language of instruction, and so on)
  • Concluding agreements with students admitted on state grants to work for three years after graduation at the place they are assigned to
  • Publishing information on graduates for employers — by region, programme and speciality — in the press, on radio and television, by electronic means and on the website
  • Reporting the real demand for specialists and the results of the final assignment of graduates to the ministry
  • Arranging the university's participation in national, regional and international exhibitions and fairs to show what its bachelor's and master's graduates can do
  • Keeping the university's internal records on graduate assignment and placement and on young specialists' work, and preparing the department's annual report
