University/Departments & Centres/Facilities Department

Facilities Department

The department runs the business side of the university's material and technical base — its buildings, structures, equipment and other property. This page sets out how that property is held and how the university's work is financed.

Property and land

To carry out the activity its charter provides for, the state (as founder) has assigned to the university, under the right of operational management, buildings, structures and property complexes, the equipment listed in its institutional passport, and the property it needs for consumer, social, cultural and other purposes.

The university is among the state assets that can be removed from state ownership or privatised only by a resolution of the Cabinet of Ministers of the Republic of Uzbekistan. The land allocated to it is held for free use without a time limit.

The university owns the money and property given to it by individuals and organisations as gifts, donations or bequests, the intellectual and creative products of its work, and the income from its own activity together with the property bought from that income.

Leasing

The university may both rent and let out property. Under the Civil Code of the Republic of Uzbekistan and the Regulation on the leasing of state property approved by the Cabinet of Ministers, it lets out, at set rates and without the right to dispose of them, the buildings, structures and parts of them, equipment, vehicles and other property assigned to it whose lease the law allows, with the consent of its academic council.

Rental income is spent on supporting and developing teaching and on strengthening the material and technical base.

Funding and paid services

The university's teaching is financed from budget funds for training specialists on state grants, from funds allocated under state norms for retraining and professional development, and from extra-budgetary funds, including the tuition fees students and trainees pay under contract.

The university may offer paid services in education and other fields as long as they do not harm its core activity, and any business it runs must fit the tasks set out in its charter. Paid educational services may not be provided within, or instead of, the teaching funded from the budget.

The university may invest its property in the charter capital of companies and partnerships, set the prices of its paid educational, consulting and other services, and freely use the income left after taxes and other mandatory payments. It decides independently on concluding contracts and setting obligations and other terms, within the law and its charter.

Pay

Salaries are set when the employment contract is concluded, under the Regulation on the remuneration of employees of higher education institutions and the unified pay scale. The salary is paid for performing the employee's duties and the work set out in the employment contract.

The university sets supplements, bonuses and other material incentives itself, within its payroll fund and as the law provides. A salary, once set, may be revised on the results of an attestation only upwards.

Premises and buildings

The university provides the public organisations formed within it with the rooms they need and has them cleaned. Its medical unit, and the canteens and other catering outlets on its grounds or on its books that serve students, trainees and staff, are given rooms with heating, lighting and water.

The repair, reconstruction and construction of buildings, and their financing, follow the procedure laid down by law.

Income and expenditure, January–August 2020

In January–August 2020 the university received UZS 15,051 million from the budget: UZS 9,764 million went on salaries and payroll contributions, UZS 5,154 million on stipends and UZS 133 million on other costs — business travel 4 million, utilities 94 million, purchase of fixed assets 7 million, upkeep and routine repairs 28 million.

Over the same period, extra-budgetary tuition-fee (payment-contract) income came to UZS 16,640 million; with the UZS 9,230 million balance on the account at the start of the year, total income was UZS 25,870 million.

Spending from tuition-fee funds over the eight months was UZS 22,688 million: salaries and payroll contributions 17,921 million, stipends 3,799 million and other costs 968 million (business travel 44 million, utilities 470 million, purchase of fixed assets 1 million, upkeep 81 million, and 372 million for the contribution to the ministry's fund for developing the material and technical base of higher education institutions, for cultural and educational events and for material assistance).
